The electrolysis system deploys proton exchange membrane (PEM) technology, which uses electricity to split water into its components: hydrogen and oxygen.
EWE contracted Siemens Energy to deliver a 280-MW electrolysis system for its plant in Emden, Germany, in addition to a 10-year service agreement. The plant will produce up to 26,000 tons of green hydrogen per year for the region and enter operation in 2027.

The electrolyzer is based on PEM technology, using electricity to split water into hydrogen and oxygen; it can also be operated with renewable energies due to flexible ramp-up times. Siemens Energy will manufacture these electrolyzer stacks at its new GW-scale factory.

In addition to the electrolyzer, EWE’s hydrogen production plant features compressors and cooling systems with an average lifetime power consumption of 320 MW. The electrolysis plant falls under EWE’s large-scale hydrogen project—Clean Hydrogen Coastline—containing four sub-projects. The European Commission and German government classified Clean Hydrogen Coastline as an Important Project of Common European Interest and, with a signed contract, EWE and Siemens Energy are authorized for implementation.

In November 2023, Siemens Energy and Air Liquide completed their 1 GW electrolyzer production factory in Berlin, allowing Siemens Energy to manufacture electrolyzers as a mass product to accelerate the hydrogen economy. The factory has an annual production capacity of 1 GW and is expected to increase to 3 GW by 2025. An installed electrolysis capacity of 3 GW can produce an average of 300,000 metric tons of green hydrogen per year.
Siemens Energy utilized the complete infrastructure of an existing production facility and employed the site’s current workforce at the factory. Production lines for the electrolyzers were established on 2,000m2 of space at a cost of approximately €30 million.
From its Berlin factory, Siemens Energy agreed to deliver 12 electrolyzers with a total capacity of 200 MW to Air Liquide’s Normand’Hy project in Normandy, France. Air Liquide will operate the electrolyzers at its plant in the Port-Jerome industrial zone, producing 28,000 tons of renewable hydrogen for the industrial and mobility sectors, beginning in 2026.
